Canada’s Health Care System Needs Money and Fast: Quebec Minister

The health minister of Quebec, Gaetan Barrette talks about efficiency and priorities in order to fund the health system Of Canada. But the most important thing for Canada’s health system funding is money. A new national health agreement asks the  Canada Health Transfer to sign a federal agreement in order to double the increase of the provinces and territories before they buy into any federal spending strings.

All the canada newspapers are flooded with the statements of Gaetan Barrette stating that the we talk about the funding first and then see of the conditions.After this message being sent by him to all the health care professionals, an essential, negotiation session will be held on 18th Oct between the federal health minister Jane Philpott and her territorial and provincial counterparts. The current funding formula would expire in April.

According to the world newspapers, Jane Philpott, spoke to the same health-accord gathering that was sponsored by the Canadian Medical Association and Canada 2020. All she insisted was on that her government is still not prepared to  open up with their federal wallet.The increased health care costs are building a lot of financial pressure on the various levels of the government.A new Fraser Institute report shows that health care costs consume about an average of 40.3 % of the provincial budgets.

The Canada Health Transfer also referred as CHT has increased to 79.4 %. In 2006-2007 it was $20.1 billion and now this year it increased to $36.1 billion.In order to boost the federal contribution next year to more than $37 billion, the federal liberals have presented a way to increase CHT by about 3%.The money would be based on equal per capita transfers and there would be no adjustments for demographic as well as other differences between the jurisdictions. It is also dependent upon the obedience with the Canada Health Act, which has its own set of strings.

Instead of negotiating with a new multi-year agreement, the Harper Conservatives set the annual transfer increasing at 6 %, with a reduction of  3 % in the year 2017. With a twist, The Liberals too adopted the same position.They have promised with a $3 billion investment in home care over three years. In addition, spending  more on technological innovation, mental health services, and better access to the prescribed medications.

Gaetan Barrette approved that there are tremendous needs across the country to improve home care and access to mental health care, but also said that these  limited 3-4 year federal assistance packages will dry up and leave the territories and provinces with programs they cannot afford.

The $3billion that have been promised for the federal funding for better home care would amount to additions $232 million a year. Similarly, the technological innovation may too result in some inaccessible savings, but won’t save any budgetary problems on a global level.

Meanwhile, the territorial and provincial premiers have written to the Prime Minister Justin Trudeau asking to meet on the  health care funding in advance of this fall’s first minister. If by mid-December a meeting can be held, they want that the existing 6 % CHT should continue for another year.
